Die veränderte Heroin-Szene : wissenschaftliches Konzept und resultierende politische Konsequenzen

Abstract

Die Bundesrepublik ist in eine entscheidene Phase der Evolution der Heroin-Szene eingetreten. Es wird verdeutlicht, daß die bestehenden wissenschaftlichen Theorien und politischen Maßnahmen dem neuen Zeitalter des Heroinkonsums nicht angemessen sind. Die Autoren stellen ihre Meinung über eine neue theoretische Annäherung an das bundesdeutsche Problem heraus und ersetzen das psychiatrische und Subkulturmodell durch eine flexiblere Theorie: Heroinkonsum als Lebensstil. Daraus resultierende politische Alternativen werden angesprochen, mit der Intention, eine bundesweite öffentliche Diskussion anzuregen.

The German heroin scene has evolved since the time of the „classical morphinist“. In the late 1960s the scene developed into its „macro-epidemic phase“. The policy during this phase involved a two-pronged attack strategy the use of punishment and therapy. These policies were legitimaled by militaristic language and scientific „pathology“ theories in psychiatric and sub-cultural forms. This paper argues for the dawn of a new age in the evolution of the scene - the age of the illegal heroin maintenance system. A scientific theory which sees heroin use as an alternativ lifestyle scene rather than an individual and/or social pathology is seen to be more fitting of the complex reality of the new heroin age. Finally, the policy possibilities in this new age are outlined and a call for more public discussion and awareness of the changing scene is made.
